My height is 5'4(163) and my wingspan is 5'9(175) so about a 12 cm difference.  Is that normal?

You got some monkey arms son. That's cool though, means you have even less to worry about as far as proportions are concerned.

I feel a bit lucky in this category, as I am only 66 inches but have a wingspan of 70 inches. 

Only problem is my shoulders are quite wide, thinking that might be a big reason for that, meaning my arms aren't as long as they actually seem.

Wingspan doesn't matter it's maintaining balance between your legs and your torso that is important.

10cm difference. Height is 170cm and wingspan is 180cm.

Starting Height: 170 cm
Sitting Height: 90 cm
Armspan: 180 cm
Gained 6.5 cm with Dr. Sarin

My height is 177-76 (in the morning) 175-74,5 at night after 6 cm on tibias.
My wingspan is 166.

I know my wingspan is very short compared to my height but looks completely normal.
